Charlene Tarver
Charlene Tarver is CEO of The Women’s Economic Institute and a former tax and business attorney. With expertise in business development, project management, and construction consulting, she has raised $150M in funding for capital expansion projects. As an emerging land developer, she understands real estate and economic growth. Charlene will oversee accelerator training, business growth strategies, and mentorship coordination for BGA 3.0.

This program aims to strengthen MWBEs operational and development capacity and skills for growth and sustainability.
This is a leading-edge 12-month immersive program for certified and growth-oriented minority and women-owned business enterprise (MWBE) firms with intensive technical assistance and business development training to accelerate and sustain their business growth.
We provide MWBEs with tools, networks, and resources through in-person and virtual business development assistance.
These are the requirements:
- Must be a construction service and or construction consulting firm
- Certification: Must be a currently certified NYS MBE, WBE, or MWBE, SDVOB
- Must be in business for at least two (2) years
- Must have at least two employees
- Demonstrate annual revenues between $500,000 and $5,000,000 during the most recent year
- Location: Business must be located in NYC or Central NY.
